The title pertains to both that muthaf'n hostage taker and to the cops who handled the situation. The demands of the hostage taker was meant to perpetuate him into his position of being a cop (power..it's all about power) and his former colleagues who handled the situation letting it drag for almost twelve (12) hours and failing to secure the hostages, getting them killed before actually doing something.
So sorry to the victims and their families for this STUPID thing.
